Grave mismanagement has surfaced in funds management under MNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) in Uttar Pradesh. The demand for CAG (Comptroller and Auditor General of India) audit of the MGNREGA funds by Union Minister for Rural Development Jairam Ramesh is an important turn in the whole thing. Congress(I) as well as its General Secretary Rahul Gandhi and many other leaders also raised this questions.
However, this isn’t the first time that the CAG will audit MGNREGA. It had come up with a report in 2007 after auditing the first year of the Act’s implementation.
Although there is no precedent of a CAG audit of social welfare schemes in India, the Planning Commission has been thinking of conducting independent evaluations for all social welfare schemes. This can really help to analyze the problem in a better way.
The bigger thing is involvement of the CAG can actually help in guiding the implementation of welfare schemes as such. The CAG’s audit can definitely help in assessing the details of funds mismanagement under MNREGA by various state governments forefront of which stands UP’s Mayawati government.
In the current context when corruption has become perhaps the most important national issue, this decision may not only provide another level of scrutiny to a scheme that is beset with corrupt practices, but also start a trend. The UP government has to take control of MNREGA’s implementation or it will face fury from different angles in the near future.
